The Necropolis is the chief city in Hell and home to the largest population of the damned. It is ruled by Vince who operates from his Coliseum, one of the centerpieces of the city.
The city is a blighted urban wasteland, filled with decaying buildings, monuments to Sin and various temples and other structures celebrating the depravity of Hell. While Vince is the undisputed power in the city, it is for the most part an anarchic free-for-all where sexual predators, murderers and madmen are free to act out their depravity against their victims. The more powerful and experienced have a good chance of surviving there, but no one is safe and even the worst individuals and groups can end up at any time being the victim of another's evil, creating a chaos where the current strongest rule until killed by others.
City dwellers are primarily damned souls whose punishments are based on routines that requires them to function in at least the bastardization of a secure city setting, as opposed to the more chaotic damned who prefer living out in Hell's wilderness areas. Along with damned souls, the city is also a playground for giant Eldritch-like abominations that either attack or consume the various denizens of the city.
The position of the Necropolis as Hell's capital city makes it a desirable location both for usurpers to Vince's power who wish to overthrow him, as well as a target for chaotic elements like The 'Nams that wish to destroy any representation of civilization.
